Don't sand plastic as this roughs the surface up.
If you are talking about interior plastic, then use a little Metholated Spirits, the purple one, as this is gentler than white spirits, and will degrease for painting.
Be warned, if you rub to hard, use to much or not sensible with it, it will remove the black colouring, then you are in trouble, as this will screw the surface up. Just a wipe over and that should be it.
2 coats of plastic primer and 2 coats of paint, then laquer
According to Haynes Modification Manual.

The bit infront of the window, is shiney and got a gloss, laquered finish. I don't know how you're gonna prepare that, but I do know if you take the part of the window then you break about four clips, that you will need to replace. So get them from the dealer before you rip it off.

remember to use acrylic, NOT enamel (enamel will crack with time as it isn't flexible enough for plastics, plus oil and plastic don't mix).... also if the plastic part is flexible, you have to use a special flexi paint. If you don't use it, it will crack no mater how well you prep it.

Take your time with it, it will be worth it in the end... also, remember if it's a metalic colour, only spray in one dirrection.
